How old should a child be before moving from a crib to toddler bed?

My daughter is 16 months old and is still in a crib, but is trying to crawl out, we moved the mattress to the bottom and to no avail. So I wonder if now is a good time to convert their crib in a toddler bed? It is also still sleeps in our room and I am skeptical about moving the bed to his room (I have a fear of fire starting and I did not get there in time. Any advice does not?

2 years younger than that and that might be wandering around the house at night while sleeping.
